Washington State Legislature – Motorcycle Rider Legislative Update
The following is a list of legislation of interest to motorcycle riders that is currently pending before the Washington State Legislature. This list is provided as a way for our readers to stay informed and to enable you to contact legislators as they debate issues and for you add your own personal input.

OF THE BILLS LISTED, ONLY TWO REMAIN ACTIVE IN THE FINAL TWO WEEKS OF THE SESSION: They are SB 6345, the Cell Phone Ban bill; SB 6557 which bans copper in brake pads but exempts motorcycle brakes. HB 2511 the Profile Bill was scheduled for a hearing and has been pulled and no more hearings are scheduled.

HB 1403 Motorcycle Traffic Signals – This bill would require adjusting, replacing, and updating of vehicle-activated traffic control signals to ensure detection of motorcycles and bicycles.
This bill is pending before the House Transportation Committee. It passed the House Transportation Committee in 2009 and was returned to the Transportation Committee after not being voted on by the full House of Representatives in 2009.
HB 1964 Motorcycle Helmet Use – This bill removes requirements that motorcycle riders wear helmets when operating the vehicle if the operator has at least $10,000 in medical insurance or has passed a motorcycle skills education program.
This bill is pending before the House Transportation Committee and has not been scheduled for a hearing.
HB 2093 Toll Rates-Motorcycles – This bill modifies toll rates for motorcycles for the Narrows Bridge and other Toll Roads in the future to a maximum of the car rate.
This bill has been assigned to the House Transportation Committee and has not been scheduled for a hearing.

HB 2151 Boards and Commissions – Both these bills eliminate various state government boards and commissions, including the Motorcycle Safety Education Advisory Board.
These bills are pending before the House State Govt. Committee and have not been scheduled for a hearing.
HB 2093 Motorcycle Toll Rates – This bill would reduce the toll charges on Washington State toll roads for Motorcycles to 50% of what a passenger car is charged.
This bill is pending before the House Transportation Committee and has not been scheduled for a hearing.
HB 2151 Boards and Commissions – This bill is similar to those listed above and would eliminate the Motorcycle Safety Education Advisory Board.
It has been assigned to the State Govt. and Tribal Affairs Committee.
HB 2511 Motorcycle Profiling – This bill would prohibit police from stopping or profiling a motorcycle rider simply because they are riding a motorcycle or because of the clothes or insignia they are wearing.
THE BILL IS PENDING BEFORE THE SENATE JUDICIARY COMMITTEE – BUT APPEARS TO BE DEAD FOR THE SESSION AS IT HAS NOT HAD A HEARING AND NO MORE HEARINGS ARE SCHEDULED
HB 2617 Boards and Commissions – Another bill similar to the others that would eliminate some state boards and commissions, including the Motorcycle Safety Education Advisory Committee.
THE BILL HAS BEEN AMENDED TO REMOVE THE MOTORCYCE SAFETY EDUCATION ADVISORY COMMITTEE. The bill has passed the House State Government Committee and pending before the full House of Representatives.
HB 2635 Wireless Communication – This bill would ban the use of hand-held phones while driving and make it a primary offense allowing officers to stop a driver if they are seen holding a cell phone to their ear.
This bill has been assigned to the House Transportation Committee
HB 3018 Brake Pads – This bill would ban the sale of brake pads containing copper after January 1, 2015. At this time there are very few manufacturers making brake pads for motorcycles that would be able to meet this requirement.
This bill has been assigned to the House Environmental Health Committee
SB 5387 Motorcycle Traffic Signals -- – This bill would require adjusting, replacing, and updating of vehicle-activated traffic control signals to ensure detection of motorcycles and bicycles.

SB 5552 Children Riding Motorcycles – This bill prohibits a child between the ages of 5 and 12 to be on a motorcycle if their feet cannot reach the passenger foot pegs and who is not supported by an affixed passenger back rest or handgrip.
This bill was heard in the Senate Transportation Committee on February 23, 2009. It has not yet been scheduled for a vote or additional hearing in the 2010 session.
SB 5652 Toll Rates-Motorcycles – This bill modifies toll rates for motorcycles for the Narrows Bridge and other Toll Roads in the future to a maximum of the car rate.

THE BILL HAS BEEN AMENDED TO EXEMPT MOTORCYCLE BRAKE PADS AND HAS PASSED THE SENATE AND HAS PASSED THE HOUSE ENVIRONMENTAL HEALTH COMMITTEE, AND IS NOW PENDING BEFORE THE FULL HOUSE OF REPRESENTATIVES.
SB 6820 Motorcycle Helmet Use -- This bill was introduced past the deadline for action in the 2010 session and is ineligible for action. It removes requirements that motorcycle riders wear helmets when operating the vehicle if the operator has at least $10,000 in medical insurance or has passed a motorcycle skills education program.
This bill is pending before the Senate Transportation Committee and has not been scheduled for a hearing.
